Bolts used in tension, for example engine mount and cylinder head bolts, are sized and torqued to pre-load the bolt to a tension greater than the load it is to carry.
Bolts used in shear, such as wing spar bolts, are sized to hold the shear load and need only be tight enough (Gut-N-Tite) to eliminate movement.
