You may want to try Manassas Regional Airport (HEF).  It's a control tower
airport with good facilities, long and wide runways, and has 2,500 feet
under the Dulles Class B airspace, which is hard to find for close in to
Washington.  The airport is a little farther out than Dulles (which is not
close to downtown), but I think you will appreciate being away from the
traffic of Dulles-BWI-Reagan National and the general avaition airports
