I think VNE for the plans model Cozy IV is 220mph That's
IAS for some reason I never quite followed.
Vne is always in IAS. As the air gets thinner, it
has less effect on the ASI, and at the same time, also has less effect on
the airframe. That makes IAS a fairly good reference for airframe
stress. There's probably a more technical explanation, but that's how
I look at it.

really don't know. If I can cruise at 200 kts I'll be happy.
From what you've already reported, I'd say you'll be
happy.
