Have you tried the simplest solution?

Just a long pipe with end squeezed and welded shut wing, 1/8" holes drilled in it -- all pointed down. Enough of the 1/8" holes that the area of the 1/8" holes adds up to at least the cross section area of pipe.

I only used 0.050"thick 321ss for the inside perforated pipe. I'm guessing I should find thicker pipe, and add more holes for version: 14 ?
