When I first got my engine running, I was using a "brand new" engine from Atkins rotary that had been sittiing around for several years both before and after I purchased it. When I first got it running, the coolant would quickly overheat, while the radiator was not even warm to the touch. I fear you may have this issue because you said you plan to replace water pump and re-purge. These were also my initial steps. Unfortunately, it turns out that during the idle years, the cast iron side housings' coolant passages had rusted solid preventing the circulation of coolant. I had to tear down the engine and replace the side housings. I really hope this is not your issue, but if it is rest assured that it is not an impossible job. It is just a couple months of tinkering and a modest investment that dont amount to much in the long term.
