It’s a common baffle at the back of the spinner to deflect air from backing up at the spinner/cowl interface and that possibly causes decreasing the airflow into the cowling openings. Airflow actually reverses in that area…… They actually work to increase pressure under the upper cowl by sealing off the leakage around the spinner. Mine is mounted on the front of the Lycoming case behind the starter ring gear…….on my spam can. Some factory aircraft have them as standard……..

Take some manometer readings at the cowl openings with and without it.
