The colder plug works by resisting the absorbtion of heat more.  The idea of the heat sink is to dump the absorbed heat faster.  I envisioned a strip of aluminum wrapped around the porcelain, and maybe removing the siicone boot from the plug wire.  Of course, if the colder plug will last like a normal one, so that you very rarely have to replace them, the point is kind of moot.
