Hey Chris,
I figure you've already covered this base but here goes:

Now keep in mind I have not rebuilt my 20B yet but I have read where in the 
later models of the rotary, they retard the flow of oil until the 
temperature rises to an acceptable level as part of the measure Mazda took 
to satisfy the EPA requirements.

Like I said, I'm sure you covered this base by overriding that mechanism, 
right?
