They were installed with two pop rivets in each bracket. Just do yourself a favor, and either use a drill collar to prevent drilling too deeply, or wrap tape around the drill to use as a "stop guide" to prevent drilling too deeply. The brackets seemed strong. (When they weren't looking, I tried pushing/pulling on one to test it's attachment qualities, as this method appealed to me). Hope this helps.
