Bob,
The small centre ports are the primary ports  and serve a useful function, as their smaller and provide greater inlet velocity for low power and idle. However their not available for the P-ports and PP operate OK if not as good as the two side ports, at lower RPM.
At a certain RPM both ports are open to the rotor providing better breathing, I don't know if the one larger side port is large enough to do it alone - better to leave them both there OR use a PP.

My concern with not using the center ports would be not having the second injector per rotor. I you place two injectors per tube, in your plan, it might work since we aren't getting max RPM anyway.

intake manifolds only?  i do not understand the need for the center split intake
