Dennis,
Have you thought about using a pressure vessel.  An aluminum tank or plastic radiator tank with pressure on top of the water.  The use of CO2 cartage to charge it or even a small electrical tire pump would give you the pressure needed to shoot the water out of the nozzles.  A 1/4" mechanical valve could be used to control the flow.  Just a thought.
