It's not possible to get Mazda factory rebuilds any more, but that doesn't mean you can't get engines any more. You just have to get them from aftermarket suppliers, or build your own (if you can build an airplane, you can build a 13B). The limiting factor is going to be rotor housings, the rest of the parts have long lifespans unless damaged.
And of course, Mazda is still making Renesis engines, so we can look forward to at least 15-20 years of supply of those.

Both Ray @ Malloy Mazda, and Ivan here at Lozanos in Sunnyvale, have
confirmed that Mazda North America is all out of reman 13Bs. Apparently
they're done. Ouch.
Found one leftover at a dealership Ivan knows on the east coast. We'll see
if it's any good. Ivan tells me Mazda had subcontracted the work for the
last several years, and quality had become inconsistent. Fortunately he also
says he can usually tell a bad rebuild from a good one on inspection. So
here's hoping!"
