Randy I work in a welding shop which builds fuel tanks all the time..[ as well as 400bbl oil field tanks.. ]among other things. We regularly test our tanks via pressure. If you take your welded tanks and put 1-2psi [or less if you can regulate it] and then squirt soapy water on all the welds.. you'll know if you have a pin hole.. [bubbles] right fast.. If you find one then it's a matter of grinding and rewelding or taking it back to whoever welded it for warrentee. Personally I'd rather count on a proper welded tank than a welded tank w/ a slosh.. if it ever comes off.. you'll wish you'd never put it in there in the first place.. your 99% there already.. a simple check would answer your questions for you and avoid the need for a slosh.
Another way would be to use a latex glove over the vent line and pressurize until it's like a balloon. Seal off the port where you put the air in and soap check it.. then leave it for 24hrs.. if the glove is still inflated your good to go..
