Its over-engineering.. until YOU are the bloke who needed the extra ten feet, then its good design practice.
But you are right.. it does drive the price up. Actually, I think product liability is a big predictor of price in our industry. I've heard on more than one occasion that for the average 4 seat piston Cessna, 80-100k is set aside for future claims. I wish someone could verify or disprove that, but it sounds believable.
