bolts, or is it a safety wire to secure the flanges in event of bolt failure

It is to assure that the joint cannot open, no matter how much assembly is
avoided.
It is strung through the springs, so that should a spring break, pieces of
spring cannot escape inside the cowl to create additional problems.
