Hi Doug,
  I'd drill out the JB weld and tap the hole for a 3/8 NPT.  A 5/8" hose barb fitting will go there nicely.  I did this on my 4 port 2nd gen engine.  This is where you FEED water from, not return since this is the highest pressure hot water port in the system.  Return should be to the water pump inlet.

I am looking for spots to pick up and return water (for my heater core) from one of the housings.  I noticed a plug on the "front" housing across from the plugs so I was wondering if that would be a good spot to pull or return water from? 
 
The normal heater core feed on my "rear" housing (under the oil filter) appears to be unusable for this purpose due to being filled with JB weld, etc.; so I don't think I can take water from there.
