The wastegate on my 89 (S5) RX-7's turbo cracks right around 5.5 PSI. 
The higher (than S4, being 86-88) boost is attained with an ECU
controlled solenoid which bleeds pressure from the signal line between
the compressor and the wastegate actuator.

You could be right.  Mazda certainly could have used the same actuator pressure on the S4 and S5, but since they don't list the part numbers for the actuator, I can't tell.  I was just hoping that maybe the earlier version was a slightly lower spring pressure.  I figure the easiest way to tell for sure will be to get one of each and test them. 
 
Porting the wastegate will be the big question now.  I've read a bunch of RX-7 forum messages about this.  Some folks go so far as to make the ports larger than the flapper that covers them.  Until I really get one apart to examine it, I won't know quite what I'll try.
