Tracy only supplies TES Outer in his Kit not by themselves - as Laura informs me!

Tracy sells the kit that Bruce Turrentine puts together.  In fact, you order it from Tracy, and it ships from Bruce.  I would bet you can buy all the TES O-rings you want directly from Bruce, but don't expect Tracy to bother with individual parts of the kit. 
 
Also, the kit include TES O-rings for the INNER seal, NOT outer (see pic of my new RV-3 intermediate housing ready for assembly).  The outer seal appears to be stock Mazda.  There's really no reason I can imagine for the outer to be TES, unless it's for easy re-use.  Face it, if the temp gets hot enough to melt a stock o-ring in the outer groove, it will be the least of your problems.
