What are the thoughts on spinning a 1988 13b NA  at 7700 rpm (2700 prop) for takeoff, and 6500 (2300 prop) for cruise. I have an electricly adjustable prop (MT)

 
That prop and engine just won't work together.  I've got a perfect wood prop that will work much better for you, and I'll take that MT off your hands and trade it in for one that goes the proper direction :-)
 
No problem with that plan as far as I can see.

What would be a good porting candidate for this engine and what could I anticipate seeing, as foar as HP is concerned?
 
I would go as big as you can with a mild/street port, and figure on 220-230 if you smooth the high speed port well, and make a nice intake and exhaust.  It would be a happy, civilized engine.  More power is out there, but you'll have to give up something to get it. 
 
How much power do you want?
