If you mean the splitter in the NA exhaust liner, yes you can remove it. It is harder than Chinese arithmetic, but you can remove it.
 
If you mean the whole linner, you can remove that too but it makes a huge hole that only a racer could like. It is not required nor recommended for duty below 9,000 RPM.
 
Expect higher coolant temps without the liner.
