It's considered to be the Open Source Photoshop replacement. It's free, there's a version for Windows, and it will save JPG files that are about 1/3 the size of what most of the window's programs put out. I think all of the other programs must use a Microsoft DLL to handle JPGs because they all come out the same size. 2) Crop the picture down to only what is necessary. The goes up by the square. Double the size and the file is 4 times as large. 3) Convert to grayscale.
