David,

1) see if Intellicad will export the files to different formats. Windows Meta Files (WMF) and Autocad (DXF) are good export formats in that they are vector files that can be imported by a lot of packages.

2) Get a copy  of "The Gimp".  There is a version for Windoze if that is what you're running.  It's a Photoshop wannabe, that will cost you exactly $0.  You'll be able to work on the JPG files and do lots of other neat things if you'll just spend a few hours with the included documentation.  As a bonus, the JPG files it produces tend to be about 1/4th the size of what my digital camera program produces.
