Hook up a schrader valve (or just stick a air tube into the hose) and use a compressor to pressurize your system. The pressure will blow past the cap and into the system and when you remove the air source, the pressure should be retained by the system. Don't put too much pressure, I would stay below 25 lbs as you can cause leaks past your water pump seal with too much pressure.
