Quite often adhesives are strong in shear and tension but weak in peel (kinda like velcro). Yes, that is exactly what the rivets do, they take any peel load better than the bond adhesive. As such they act as a stop whenever there is some failure in the bond. Any void or separation in the bond can propagate along the bondline until it hits a fastener. My point regarding the installation of a pressure bulkhead using bonding rather than fasteners is that the fasteners will keep any damage or failure localized. A bond may have a small area of separation that may slowly grow until the entire bulkhead fails.
