Sorry that I didn't share the answer with you. Even though everybody agrees that the flap lever was designed to spring back to the center OFF position when released, that in fact the spring's function only helps you find the center position. In most IV's the valve friction is too high to spring back. The factory guys feel that this is not a problem at all since on short final you will push the lever down, and get full flaps without having to hold the lever. I'll accept this for now. It seems that it is not an operational problem. I've asked two IV drivers how the lever worked and neither one could tell me if it returned to neutral by itself or not. It must be something that you "just do" subconsciously.
