HI , the problem ( without seeing it ) sounds like you just need to trim
the skins back further. the alignment of the elevator hinge points was
already factory set / installed in the manufacture of the assembly.
i expect that the hinge point alignment is straight , in that the bolts all
go into the hinges easily , and the elevators are moving up anddown easily.
the gap is measured with the elevators in the up and down position at the
full travel of degrees that the plans show.
you are not getting full travel yet , so you need to trim the skins back
more. one way is to get a long straight board , staple on some rough
sandpaper and work on removing material from the trailing edge of the top or
bottom skin. you may be able to do it with the elevator installed and work
back carefully.
watch that you do not exceed what is required , sanding and then move the
elevator up to check the amount of travel ( degrees)
the long board will help you keep a straight edge along the whole skin ,
elevator area .
you may need to remove more from the outboard edge than the inboard .
you are probably correct that the hinges are not hung with 100% acuracy at
the factory.
also install all three bolts when working on an elevator.
check that you do not have the horizontal stab upside down , i have seen
that hapen twice on the IV 's
