The DOT has many shippers so scared that, if they are not sure how to ship something, they go ahead and ship it the most conservative way they can think of instead of going to the trouble to find out the requirements. 49 CFR can get quite confusing with all the circular references, terminology, etc. My story: I ordered a gallon of epoxy hardener that cost $43. I received 4 separate packages with 1 Qt inside each one. That's 4 $15 hazmat charges! Then, I was charged a higher price for the quarts vs. the gallon price. After it was all over I paid $160 for it including shipping. I researched this and found out that it should have only cost one $15 UPS hazmat charge (it is legal to ship a gallon of this stuff in one container) plus freight charges, add the $43 for a total of about $65. I will not disclose where I made my purchase to protect the innocent. Just be careful and ask questions when ordering anything that is in liquid form. Recommendation: Call the manufacturer and ask them what the shipping requirements are for their product. Then, armed with that information, place your order. Better yet, try to find it locally and go get it.
