The call was quite fortuitous. The man I spoke with first asked me when I bought my kit. When I told him March, 2000, he said that I had to have paid the sales tax by the end of March, 2001 and that I was now subject to a penalty and interest. I explained that the same agency told me last year before I picked up the kit that I didn't have to pay until the plane was flying, at which time the state would come up with a value and assess the tax. He said that was wrong and that if I paid now, he'd give me instructions on how to request relief for the late penalty, but I was subject to interest on the outstanding amount from the date it was due. The conversation then turned to determining how much I owed and all he wanted to know was how much I paid for the kit. I told him and he gave me a tax on only that amount. I told him that I'd bought a used engine as well and he wasn't interested in that. I asked if I'd be reassessed at a later date on anything else and he said NO! My initial irritation at having to pay about $42 in interst was overcome by the elation that my sales tax bill was about $8-10K less that I'd feared it would be by the time the plane's finished. Anyone building in California that hasn't paid sales tax would be well advised to check into this before being surprised as I was.
