I have seen this in my S-Tek TC when it was HOT (Phoenix in the summer hot).
I always assumed that differences in the coefficient of thermal expansion of
the materials used and manufacturing tolerances conspired to bind the
bearings.
I don't believe that the flag indicates proper rotor RPM but rather the
availability of power at the rotor drive motor.
