Thanks for passing on the message from Jeff. He tells me he saw the same problem with an ES. The plane had new paint so the owner asked him to go through the wing root rib to access the fuel drain internally. He was able to repair the problem that way.
My approach was to remove the wing skin around the drain until I could take the fitting and drain out through the bottom of the wing. Turns out the Hysol used to bond the square brass fitting had not cured and was a rubbery mess. I cleaned it all out, sanded the area, cleaned with acetone and used a toughened epoxy resin with micro and some chopped fiber to bond it back together. I let it sit overnight to be sure it completely cured before I bonded 8 bid over the fitting. Once that cured and I sanded it back flush, I rebuilt the fairing with a body material called Quick Fair.
Still have to check for leaks by turning the wing over and putting some fuel in, but I'm pretty confident it will not leak.
