As I understand,
Costco has a deal with rental companies and the cost is low. There’s one
in Sun Prairie before you get to Madison. 2850 Hoepker. There’s one in Bellevue
too although it might be too close (55mi). If not look somewhere close for a
car and like Hamid says, stop and go.

Drop one passenger off at a not too distant airport like Madison and
let them rent from there and drive in. They may let you return the vehicle at
OSH, or you may have to reverse the process on the way back.
Depending upon which direction you are going/coming and how long you want to
rent for, by the time you add up the cost and hassle for two additional stops,
forking over $152 a day may end up being the cheaper option.
