My notes from the conversation with Dukes say that pin 13 goes to the manual dump switch on the panel. This is not in agreement with the Lancair document page 32-25 Chapter 32 revised 24 Feb 98.
I didn't ask about the functional differences between 4 and 13 so can't really help there. Mine is wired with 4 to the gear and airspeed safety micro switches and 13 to the panel dump switch. I didn't bother to remove the gear switch wiring since it was in place before I made the decision to skip the electric vacuum pump.
I suspect both pins are diode isolated from one another and have the same function which explains why the Lancair documentation was OK as is. If Dukes only provided one pin for dump it would complicate the aircraft wiring unnecessarily.
Maybe someone on the list has checked this out and can help.

Jack, what you describe below sounds like pin 4. Did you happen to determine what pin 13 does exactly?
Also, in case there is anyone out there that does not have A/C, another use of pin 4+vac is to open the outflow valve fully to maximize fresh air flow through the cabin when not pressurized. For this you would need a manual switch to pin for which bypasses the usual gear/airspeed interlock.
