As PIC, you get to decide what is "necessary", not the FSDO. Having a
professional test pilot make the first flight and then have that pilot check
out the owner IS the preferred method. It is absurd that the FAA would
insist that you are not allowed every opportunity to be as safe as possible.
IMHO, you should contact AOPA legal and get an opinion in writing. If,
somehow, the FAA figures out that you got a check ride AND they decide to do
something about it based on their incorrect understanding, this opinion will
help shield you.
Forgiveness is always easier to get than permission.
Bureaucrats have exceptional vision when it comes to seeing your
transgressions but that same vision fails them when it is time to see the
limits of their authority.
I am sure, however, that Ron, as an experimental pilot, is an exception.
