Matt,
Get yourself a DAR. A 25 hour period with a 100 mile range is available.
When talking to a potential DAR examiner, make sure that he is amenable to
this. The purpose is to examine the airplane within the bounds of the
envelope--heck, it takes 50 miles just to slow the thing down and prepare for
landing...
And, most importantly, get a DAR whose understanding of the rules allows Mike
Dehate to do the first flight and give you instruction. Mike probably knows
someone close to you who located one--you didn't say where you live, but if
you mention it on this site, someone will direct you to the right person.
You have met with the typical bureaucratic BS that gives the FAA its bad
reputation. Just because you are 10 minutes away, you do not have to use
them for your exam.
As a side note, renting a IV to get your instruction would probable be an
impossibility, and if you did locate one, the dollar amount mentioned would
probably be much higher.
