Well, not exactly. The only additional flight instrument that you need in order to be able to operate in IFR conditions in addition to the Sierra is a turn coordinator, or rate gyro of some sort. You still need to meet all the other FAR Part 91 requirements too, such as the pitot/static check, VOR's if you are using them for navigation, etc, etc, and GPS if you are using that for navigation too, since you are required to use an FAA approved GPS receiver for navigation, which the Sierra system GPS is not approved for sole navigation, and maybe this is what you were meaning.
