That is because Desser takes the proven core that still has original rubber and they add a new layer similar to the thickness layer in original tires.  Desser says there is a limit of rubber that a new tire can have added so the retreads actually have a good core and more rubber which is why I always liked them.   Great value except on Legacy RG.

There is the "kit" from Lancair to remove those bolts and replace with countersunk screws to allow more tire-to-fork clearance, maybe 3/16 to 1/4 inch extra.   I did it, countersunk the bottom of the 4-bolt holes in each fork.   I removed the forks to do that.  I ended up having to realign the mains because I lost the original alignment in that process.  Also, there is no simple way to tighten those new screws unless you remove the tires.  That makes the alignment process very tough.  Not worth the effort in hindsight.

Just an update, I tried the Desser Retread tires for my Legacy (not the Monster retreads). Desser told me they were exactly the same as OEM 5.00x5s.  The fit was marginal at first but after a few hours, they grew a little. They’re touching top fork bolts and probably won’t fit the wheel wells now. They are probably at least .5in larger than OEMs.  I will have to R&R and try and return them.
