I think the easiest thing to do would be to incrementally shorten the spring in the thermal relief valve and then check the cracking pressure.
No extra parts required.  While we haven't had any cylinders blow up (that I know of), this might be worthwhile investigating.  I see 1,800-1,900 psi on a regular basis.  I worry a bit when the reading goes off-scale.

Been watching this discussion with interestÅ ..

For the Legacy system (and may this could work for the other types):-
-How about a separate adjustable pressure relief valve
-Installed between the HP side and the return line
-Say adjustable range 1000-1500psi or thereabouts

Finding a reliable/light weight valve may be tricky, but would something
like this help?
