I was just visible as a primary target moving towards NYC. The FAA did not know that homeland security looked into this too - they are obviously independend. I am not 100% sure about the mode C violation - It might have been another violation - I was quite overwhelmed when I talked to the FAA the first couple times. After being able to tell them that I have a work order for a transponder replacement they turned into quite helpful people. After I landed at home I called again and talked to the quality service manager and he told me that I can consider everything closed and that I could refer to him if I run into any other problems. They filed then a Mode C violation and told me not to move the plane without permission.=20
