What you propose will certainly work, but is probably over-kill unless you need to mount hardware (a compass?) to the dust cover. Consider laying 3-4 bid over your paper form and calling it done. Alternatively, you can start with 2-bid over the form, then trim/shape the resulting cover with a heat gun and cuts to get it exactly like you want it, then a couple of bids over the top to strengthen just a bit. You’ll likely cover this with some material to resist the sun, so the finish is not critical. I’d also recommend that you add some kind of “roll” to the edge facing aft to protect your face in a crash. This is another reason for not “over-building” it…you’d like to have it yield rather than your face...
