To wit: "All bolts should be head down and.....". If that's the case, then Rockwell and Boeing (and many other aircraft manufacturers of note) have been doing it wrong for a lot of years! Unless I misunderstand the sentence, bolts are installed "head down" only in special circumstances - and then only if there's no other way. The idea being that if the nut somehow fell off, you'd still have a chance that the bolt itself would remain in place (gravity sucks, y'know), rather than fall out and let what the bolt was connecting separate. I believe there was a minor "misspeak" here - but what do I know.
