The ones we bought = have a plastic shell and some foam but when I tried them on my head the = noise was like an echo chamber. It appeared to provide zero benefit. = Our preferred solution for now is some loose cotton and a bandana around = the head covering the ears to muffle the sound. You may need to train = for this prior to flight with treats until the mutt is comfortable with = the setup. My two mutts have been in the Legacy Florida to Calgary and = Dallas to Calgary this summer. Other than the heat and ridiculous look = they seemed to enjoy it. I would entertain some expanding foam earplugs = next but would talk to my vet first to make sure I can put those in = without any problems. You could also dampen the carry box as an = alternative with some 3M acoustic foam. Perhaps there are better = solutions than the muffs we bought.
