That's exactly what we found on a Cardinal that we couldn't get to balance equally at different RPMs. Finally measured blade twist from root to tip on both blades.
They were different. New prop solved the problem.

Due to my 24 years experience, I would
suspect the prop's blade angles being mismatched.
It is unusual to see a major changin IPS level
over with a small change of cruise rpm,.
I think I would be talking to the prop
