If the buyer is named Phil, I will be talking to him soon.  The rudder construction from scratch is not trivial - especially establishing the hinge pivots.  I believe the craft has the long engine mount and that resolves CG concerns with the bigger horizontal.  Building elevators for the small tail from scratch is less of a problem because of the simpler hinging. 
 
Others have replaced the small horizontal with the bigger one and did not find that so difficult. 
 
The problem might be a metal worker jumping into sophisticated glass construction with no experience.
