Another option might be to
enlarge the hole you have drilled and insert a bushing with a .25" ID. This
would be bonded in with hysol. The hole for the bushing would be an enlarged
version of the hole you already drilled but biased aft and up so that the .25"
hole would now be in the correct position. When bonding in the bushings use a
1/4 inch rod ( or the control stick weldment ) going thru both to keep them in
alignment during cure.
In my experience the manual had numerous typos and errors of
the nature you mentioned with regard to the missing bolt. ( I also discovered
dimensions that were off a bit ) By the end of the project I had many extra
bolts and had purchased many others as were needed as the project
progressed.
