Wow! Every so often I see an accident waiting to happen and this certainly qualifies. Let me get this straight:
1) You are a low time C172 pilot. 2) Sounds like you expect to have someone train you in your 360 without rudder pedals on the copilot side. 3) Bryan had a good experience with a friend, but that says nothing about you getting up to speed in your airplane. That is what matters most.
Wayne, please put the rudder pedals in and follow HPAT's advice.

Wayne,You don't need HPAT to fly off the 25 hours. You can hire any test pilot you feel is competent to do the flights in your airplane. Make sure you insurance company will approve him as well. I had a friend of mine do the first flight and all the fly off in my plane. He doesn't work for HPAT and is not an instructor but he does have about 900 hrs in the 360 series. My insurance was fine with him and so was I.
Putting in rudder pedals on the copilot side might be a lot of work after you the fact. If your still building put them in NOW>

Geees was I shocked. First, no way would I attempt to do the maiden voyage or fly the 25hrs of restriction time with my
experiance which brings me to hpat. Second, the hpat rep tells me he has to train me in my airplane which is not complete

So what it looks like is I will need hpat to fly the 25hrs off and retrofit the right side pedals which look to be all but impossible
