You can hire any test pilot you feel is competent to do the flights in your airplane. Make sure you insurance company will approve him as well. I had a friend of mine do the first flight and all the fly off in my plane. He doesn't work for HPAT and is not an instructor but he does have about 900 hrs in the 360 series. My insurance was fine with him and so was I. Putting in rudder pedals on the copilot side might be a lot of work after you the fact.
