Assuming your plane is a 320/320 and NOT a = 235/320, the=20 correct flap positions are:
 
Reflex (-7 deg.) =3D perfectly aligned with the = inbd.=20 fairings.
 
Neutral (0 deg.) =3D 7 deg. down from the=20 above.
 
Nobody cares what the angle between top skin and = longeron=20 is, the correct datum for all flap measurements is the inbd.=20 fairing.
