This is the key to the problem.  The pumps I have disassembled (all ~'95-'99) were not spring loaded to return the shuttle valve to center. 
 
Other potential issues:
The pump CIPR ratings are different seem to be off by a decimal place when compared to old literature.  (must be a typo somewhere)
The part number indicates the highest flow rating .0321 is used.  This is different than the pumps I have taken apart. 
Does the current spool valve have an O-ring? 
Why was the flow rate/rev changed.
 
I hope my pumps never die.
