To
get accurate balance of a control surface you need minimum friction at the
hinge. Use a sharp vertical edge, like a knife blade, on two points of the
hinge pin. Then plan ahead for paint if you are going to fly in
primer. I took photos of my balance material locations with a tape
measure so I would know where to add more weight. Yes, I too was amazed
at how much extra weight was necessary to offset the paint.

Disconnect the linkage. (For the rudder you need to take off and
make some temporary horizontal hinge mounts.)
It should then stay where you put it.
If the trailing edge drops you need weight. If the trailing edge
rises you need to remove weight.
