I just talked to the airport manager at the Canton Plyouth
Mettetal(1D2) Airport in Michigan about building T-hangars. He runs
the airport for the state. The state doesn't put in any money and it
doesn't take out any money.
The airport is wholly owned by the state of Michigan. Any hangar
built on the airport would be owned by the state. All rental from the
hangar would go to the state. The airport is self sustaining.
$500,000 that the manager had saved by running the airport, has just
been used to build 14 new hangars. I wish that I could help but I am
not giving the state money with no return.
I am sure that other airports and states have their own individual policies.
So much for those hangers.

P.S.: It ended up that I rented an open hangar for $106/month and am
pricing a door for it. Are there any suggestions on where to get and
how to hang a door? My current rent for a closed hangar is $250/month
at the Pontiac airport.
